Woman Seeks Answers to Daughter's Death

St. Catharines council wants details after Heather Winterstein died in emergency ward

St. Catharines city council is supporting a woman who's 23-year old daughter died in the emergency room of the local hospital.

Mayor Mat Siscoe's motion, which council voted in favour of Monday night, calls for Health Minister Sylvia Jones and her ministry to release an inquiry into what happened to Heather Winterstein in December of 2021.

Her mother Francine Shimizu says she wants to grieve for her daughter.  "But I cannot without the conclusive answers that most cases receive.  I do not understand why it is taking so long for the conclusions of the investigations and reports outlining what happened to my daughter."

Council heard her daughter went to the emergency room December 9th, complaining of back pain and not feeling well.  She was given Tylenol, Advil and a sandwich, and then went home.  The pain got worse, an ambulance was called, and she returned to the hospital.  Her mother adds she was left unattended and died. 

Mayor Mat Siscoe says her mother and family deserve answers.

"I can't imagine what it would be like to wait a year, six months, and a day, and still not have the answers.  The goal, whenever a tragedy like this takes place, is to put in place ways to avoid ever having this happen again," he says.

The mayor adds nothing can be done until the Chief Coroner on Ontario releases its findings.
