Welland Property Owner Fined $12K for Violating Fire Code

Units at retail/commercial building unlawfully turned into residential apartments

A property owner in Welland is facing a significant fine. 

In January 2022, fire prevention officers found a retail/commercial building had converted units into residential apartments, without obtaining the proper permits. 

The building is located at 69 Southworth Street. 

According to the City of Welland, the units were also found without working smoke and carbon monoxide alarms, and necessary work to make the units fire-safe was not completed. 

The officers ordered the owner to stop using the units as apartments, and obtain the necessary permits to create residential units. 

Officers returned to the property in September, and found the owners failed to comply with the order. 

On April 13th, 2023, the owner was convicted and fined $12,500, including court costs. 

This is in addition to a $5,000 fine the owner was issued in August in regards to missing or disabled smoke and carbon monoxide alarms during the initial inspection.
