West Lincoln Council has voted in favour of reprimanding Mayor David Bylsma.
He will now have to undergo sensitivity training after an integrity commissioners report determined that he broke the township's code of conduct three times.
The report highlighted the Pride Flag discussions from earlier this year and comments Bylsma has made about Black Lives Matter.
He has gone on record saying "all lives matter" while addressing the movement in the past.
Councillor Harold Jonker was the only member of council to vote against reprimanding Bylsma Monday night.
The township is also going to develop a new flag raising policy.
