Due to the nature of the interaction, the SIU has invoked their mandate.
The SIU is a civilian law enforcement agency that investigates incidents involving police officers where death, serious injury or sexual assault allegations have occurred.
The NRP says Niagara Parkway remains closed between Clifton Hill and Hiram Street as the investigation continues, but access to the Rainbow Bridge is now available.
Police also say there are no risks to public safety at this time.
