SIU says it's not clear exactly when the man's elbow injuries occurred.
Two Niagara Regional Police Service officers will not be charged in connection to the injuries experienced by a man who was arrested in February.
The officers tried to arrest the man for assaulting his wife, and one of them discharged a Conducted Energy Weapon at the 29 year old man.
He was handcuffed and taken to hospital, where he was diagnosed with a dislocated left elbow, and a fractured left elbow.
SIU Director Joseph Martino says it's not clear exactly when the injuries were incurred, and there are no reasonable grounds to believe the officers committed a criminal offence.
