The SIU will not be laying charges in relation to an arrest at a St. Catharines Walmart.
An employee at the Vansickle Road location called the NRP back in November, to report a man acting strangely and request his removal.
The SIU says the man tried to take a vehicle, so officers decided to arrest him.
But the man resisted arrest and had to be grounded, and he may have hit his head off a trailer hitch in the process.
He was diagnosed with an orbital bone fracture under his right eye in hospital afterwards and police say he was also under the influence of crystal meth.
SIU Executive Director Joseph Martino says the level of force used by police was reasonably necessary.
