Regional Council will look at it again on July 23rd.
The biggest issue at last night's special meeting was how a potential bylaw would be enforced.
A proposed bylaw for mandatory masks will be up for a vote at St. Catharines City Council on Monday.
Niagara Falls City Council will look at the idea on Tuesday.
