The car was parked in the Dorchester Road and Morrison Street area Tuesday afternoon when it was about 32 degrees outside.
Officers believe the English Bulldog was left in the vehicle for about 45 minutes, with the driver's side door and rear cab windows open about 3 to 4 inches.
They were able to rescue the dog through an unlocked door.
They gave it water and brought it into their air-conditioned cruiser, and the dog quickly recovered.
The man has been charged with undue suffering to an animal.
