A spokesperson for Pearson International Airport says the outage has led to delays for some cross-border flights.
The White House initially said there were no signs of a cyber attack, but President Joe Biden has ordered the Department of Transportation to investigate.
The U.S. Federal Aviation Administration temporarily grounded all domestic flights, which has caused thousands of flights to be delayed or cancelled.
